The Biosafety Clearing-House (BCH) is an information exchange mechanism established by the Cartagena Protocol on Biosafety to assist Parties to implement its provisions and to facilitate sharing of information on, and experience with, living modified organisms (LMOs).

The BCH was established as an international mechanism to inform all the Protocol Parties about the domestic use and placing on the market of GMOs, about transboundary movement for direct use as food or feed, or for processing; to facilitate the exchange of scientific, technical, environmental and legal information and experience with GMOs and to promote and facilitate public awareness, education and participation concerning the transfer, saving and use of GMOs.

The ‘Summary Outcomes of the Meeting of the Liaison Group of Technical Experts on the BCH’ (10-11 April 2003) stipulates the following main ways to implement the national BCH Web-based network:
a. National database stores the data, but no local BCH web-site. Data are exported through the BCH Central Portal Management Centre. In cases of poor Internet connectivity, information could be disseminated by, for example, CD-ROM;
b. Maintain a local BCH web site. The BCH Central Portal Management Centre is used to enter, store metadata and to link the records on national site;
c. Maintain a local BCH web site and make web site metadata accessible to the BCH;
d. Maintain a local BCH web site. Develop and maintain interoperable national database according to BCH interoperability protocols and meet DB/XML and metadata standards.

The elements identified by the ‘GEF Inter-Sessional Work Program Submission’ document as required to implement the National BCH network were: i) a national portal, ii) and database(s); iii) Linkage of BCH central portal to national databases/nodes, and iv) common formats for information, which can incorporate linked information through appropriate search engines.
